API user stuck in Pending Setup status

Issue description

This error only applies to API users. These API users can still perform API requests that do not require an API Co-Signer machine, such as requests that do not involve transaction signing or approving configuration changes.

Resolution

The Pending Setup status means that there are additional steps needed to complete the API Co-Signer setup. For more information, refer to the API Co-Signer setup article.
