Binance, Bitstamp, Bitfinex, and OKX are exchanges. TrustCo is a custodian, not an exchange, but its Travel Rule questionnaire works the same way, so it is covered here alongside the exchanges.
All five have their own Travel Rule requirements: certain deposits and withdrawals need personal information (PII) about the sender or receiver before they will process the transaction. Fireblocks lets you provide this directly when creating a transaction in the Console.
This is different from working with a Travel Rule provider like Notabene, Sumsub, GTR, or TRUST. Fireblocks integrates with each of these directly, rather than routing the transaction through a Travel Rule provider. TrustCo is unrelated to TRUST, the Travel Rule provider covered separately; make sure not to mix them.
Binance US is not affected by this requirement.
How it works
- In the Console, select Transfer.
- In the From or To field, select the exchange. Bitfinex only appears as a From option.

Either provide the required information, or skip it:
- Add details opens a questionnaire for the personal information your local entity's jurisdiction requires.
- I acknowledge skips it, sending a standard transaction without the additional data. Skipping is allowed, but risks the transaction being delayed or blocked by the exchange.
The information is end-to-end encrypted using Fireblocks' Exchange Service public key. It stays encrypted until the exchange itself decrypts and processes it as part of the withdrawal or deposit.
Console access to this flow is currently opt-in for all five; contact your Customer Success manager if you need it enabled. The API is available to all customers.

If a transaction fails or freezes
A failed or delayed transaction often means the exchange or custodian needs additional information directly on their own platform, separate from what you provided in the Fireblocks Console.
- Withdrawals: a failure may mean the venue requires you to complete their own withdrawal questionnaire directly on their platform.
- Deposits: a delayed or frozen deposit may require completing their own deposit questionnaire on their platform.
