Issue
The Destination is OTA message appears when your TAP blocks a transaction if a destination address is not whitelisted. The One-Time Address (OTA) feature allows you to transfer assets to non-whitelisted addresses in your Fireblocks workspace. Due to security risks, this feature is deactivated by default where only the Admin Quorum and owner can activate it. However, if enabled through your Console, you can send transactions to non-whitelisted addresses.
Resolution
To resolve a blocked transaction to an OTA with a non-whitelisted address, hover over Destination is OTA when looking at the transaction under the Recent Activity panel. The tooltip includes a link to the Whitelisted Addresses page where you can whitelist the address before resending the transaction.
